Find a public dataset that exists but nobody has made genuinely useful yet

Governments and organisations publish huge amounts of data that sits unused in spreadsheets. Find one with real potential that nobody has turned into anything people can actually use.

A solution must include

  1. Links to a dataset that is free and publicly available, with its licence
  2. Shows evidence that no well-known tool or site already makes it easy to use (what was searched)
  3. Describes at least one concrete, useful thing that could be built with it, and who it would help
  4. Includes a sample of the data showing it is usable
