Build a free web accessibility starter kit for small US local governments

Under the DOJ’s ADA Title II rule, state and local government websites must meet WCAG 2.1 AA, with deadlines now April 2027 for larger places and April 2028 for smaller ones. The DOJ itself pointed to staffing and resource limits as the reason for the delay. Build an open-source kit a tiny town clerk could actually use.

A solution must include

  1. Automated scan script with a plain-English report (not just raw rule IDs)
  2. Prioritized fix checklist for the most common issues (PDFs, alt text, contrast, forms)
  3. Accessible templates for common pages (meeting agendas, forms, notices)
  4. Explains the deadlines with links to the DOJ rule
  5. Open-source license and setup docs a non-developer can follow

How it’s verified: Public repo; Demo run against one real public local government site with the report attached.

The first valid solution wins.

The first solution that meets every criterion wins. No end date: open until solved.
