Explain what the standing charge on your energy bill actually pays for

Ofgem’s call for input on standing charges drew over 30,000 consumer responses, many from people angry at paying before they use a single unit. Very few people know what that daily charge covers or why it changes by region. Explain it so clearly that a teenager could explain it back.
