Map utility shutoff protections and bill help for every US state

Whether your power can be cut off in a heat wave depends entirely on your state: 41 states have cold-weather protections but only 18 cover extreme heat. Help is underused too, with only about 20% of eligible households getting LIHEAP. Build an open dataset and a lookup page that answers “can they shut me off, and who can help?” for every state.

A solution must include

  1. All 50 states plus DC: winter rules, heat rules, temperature thresholds, medical certificate rules
  2. Link to each state’s LIHEAP intake and utility commission complaint page
  3. Every row cites the statute, regulation or commission order
  4. Published as open CSV/JSON plus a searchable page
  5. Last-verified date per state

How it’s verified: Public dataset and page; Reviewer checks 5 random states against the cited sources.
