A solution must include

  1. Publicly accessible at a URL, free to use
  2. Users enter any public URL and get a report
  3. Lists the top problems slowing the page, ranked by impact
  4. Explains each problem and its fix in plain language a non-developer understands
  5. Shows the estimated improvement for each fix

Money is held in 75-day rounds. If a round ends without a winner, everyone who added money gets their bounty money back on their card. A bounty under $50 is refunded instead of paid out.
